Even if the conventional cost is estimated, the total cost of the three chips (calculated according to the success of one tape) is about 40 million dollars, or about 278 million yuan.

As for the IP licensing fee required for each chip project, because most of the IP of MariSilicon X and MariSilicon Y are self-developed, the cost of semiconductor IP to be outsourced is not high, which is estimated to be around several million dollars, so let’s calculate 10 million dollars in Dali, which is about 70 million yuan.

Even if other expenses such as office rent, all kinds of office equipment, test equipment, servers, water and electricity network fees, and supporting employee benefits are included, how to calculate 10 billion yuan should be enough.

Obviously, the expenditure of 10 billion yuan is far from Chen Mingyong’s psychological budget of "investing 50 billion yuan in research and development in three years".

4nm AP slide failed?

  First, increase financial support.Innovate financial financing services, set up "Jin Mao Xin Rong" financing business, provide foreign trade enterprises with mortgage-free loans under export credit insurance by means of "policy credit guarantee+bank credit+policy financing guarantee", raise the risk tolerance of "Jin Mao Xin Rong" business to 5%, and implement separate assessment of due diligence exemption to help foreign trade enterprises broaden financing channels and reduce financing costs. Encourage financial institutions to actively strive for policies, give preferential interest reduction and exemption to foreign trade enterprises that are greatly affected by the epidemic, and encourage the development of supply chain financial products such as orders, warehouse receipts and accounts receivable financing.

  Second, increase the support of credit insurance.Reduce the insurance cost of small and micro enterprises, and the insurance premium rate of small and micro enterprises will drop by 30%. We will increase the intensity of premium subsidies, and increase the proportion of premium subsidies for enterprises to insure their own export credit insurance from 50% to 70%. Expand pre-export insurance coverage, relax acceptance conditions, improve product support, and help enterprises reasonably share the losses caused by overseas buyers’ cancellation of orders. Speed up the settlement of claims, further shorten the time of fixed loss and compensation for claims affected by the epidemic, and make fixed loss and compensation within 1.5 months on the premise that the trade is true and the amount of creditor’s rights is determined. Enterprises are encouraged to reduce trade risks by investigating the credit of foreign buyers, and the credit investigation fees for small and micro enterprises are uniformly reduced by 30%.

  Third, increase participation support.Vigorously support foreign trade enterprises to participate in overseas exhibitions, and increase the subsidy ratio of booth fees for enterprises to participate in overseas exhibitions to 80%; If the enterprise has paid the booth fee but failed to participate due to the epidemic, it will be subsidized according to the participation standards. Support enterprises to participate in online exhibitions, build a "Jinhua Digital Foreign Trade Service Platform", and help enterprises explore the market through "online" channels. Enterprises participating in online exhibitions organized by the Municipal Bureau of Commerce and the Council for the Promotion of International Trade (ICC) will be fully subsidized for the participation fees. Encourage enterprises to actively meet foreign demand, produce products according to relevant international standards, and expand the export of epidemic prevention and control materials such as masks and protective clothing and daily necessities.

  Fourth, increase cross-border e-commerce support.Encourage traditional foreign trade and manufacturing enterprises to use cross-border e-commerce platforms to export and sell products with independent overseas brands. For foreign trade production enterprises that have newly settled in the third-party platform of cross-border e-commerce, the platform registration fee and service fee will be supported. Support promotion fees for enterprises that use cross-border platforms such as Alibaba International Station to develop cross-border business. Encourage the use of overseas warehouses to carry out international business, and provide rental fee support to enterprises that lease overseas warehouses to carry out cross-border e-commerce business. Intensify training, implement the "Thousands of Talents" plan in cross-border electronic commerce, encourage counties (cities, districts) to set up training camps in cross-border electronic commerce, and sink training services to all towns (streets) in the city.

  Fifth, give play to the role of the "righteous new Europe" channel."Yixin Europe" train capacity gives priority to ensuring the cargo transportation of production enterprises with disjointed industrial chains, and helps foreign trade enterprises that are greatly affected by the epidemic to resume import and export business as soon as possible. Give full play to the role of export channels, guide foreign trade enterprises to export medical care, production materials and daily necessities needed to fight the epidemic to Europe through the "Yixin Europe" train, and ensure the smooth industrial chain and supply chain between China and Europe.

  Six, support enterprises to export to domestic sales.Encourage foreign trade enterprises to export to domestic market, try their best to explore the domestic market, actively participate in domestic exhibitions and effectively build domestic sales channels. Encourage foreign trade enterprises to build their own brands for domestic sales, find domestic brand OEM, carry out domestic industry consolidation and optimize allocation. Support insurance institutions to create receivables insurance for export enterprises to sell domestically, and encourage bank legal person institutions to provide special financing products for export enterprises to sell domestically.

  Seven, increase the intensity of legal aid.Strengthen the collection and release of foreign trade barriers and other related information, and carry out targeted early warning and assistance work. Give play to the role of foreign trade warning point and foreign trade legal service lawyers group, and carry out accurate legal services by means of online training and online answering questions. Actively assist foreign trade enterprises affected by the epidemic situation to breach contracts or cancel orders, and support foreign trade enterprises to safeguard their rights and interests through commercial mediation and arbitration.

  8. Optimize export customs clearance services.Simplify the registration or filing procedures of enterprises. Except for the change of enterprise name, the change of other registration information can be handled after the epidemic is over. Optimize pre-export supervision, provide convenient license issuing services, speed up the examination and approval process of export filing enterprises, further simplify customs cargo inspection operations, and realize "no meeting and less contact" between customs inspection and consignors. Further improve the efficiency of customs inspection, and ensure the smooth clearance of export goods purchased by the market, especially epidemic prevention and control materials. We will further promote customs clearance facilitation reforms such as "two-step declaration" and "two-step access" and implement 24-hour appointment customs clearance for import and export goods. Support enterprises to choose various modes independently, such as two-step declaration, declare in advance, summary declaration and guaranteed release, so as to realize fast customs clearance of import and export goods. Self-service printing will be fully implemented for 15 customs export certificates of origin. During the period of epidemic prevention and control, if the samples drawn from the system within the jurisdiction need to be sent to the laboratory for testing, they can be sampled by the customs at home. For the materials imported by enterprises related to epidemic prevention and control, which involve the regulatory requirements of license documents and the procedures of tax reduction and exemption, if they are declared within 14 days from the date of issuance of the Certificate of Tax Exemption for Imported Goods or relevant license documents (certificates), they will be exempted from the delay payment.

  Nine, optimize foreign exchange financial services.For foreign trade enterprises affected by the epidemic, we will open up a "green channel" for foreign exchange management and cross-border RMB business, and specialize in foreign exchange and cross-border RMB business related to the epidemic. Implement cross-border trade and investment facilitation measures, optimize the foreign exchange business environment, and facilitate foreign trade enterprises to handle foreign exchange and cross-border RMB business. For enterprises whose exports are affected by the epidemic, the time limit for collecting foreign exchange for export shall be relaxed. We will provide 100% on-site service to key foreign-related enterprises, and provide targeted services in exchange rate risk avoidance and cross-border financing to enhance the market competitiveness of foreign trade enterprises.

  X. Optimize and innovate export tax rebate services.Further accelerate the progress of export tax rebate and implement "non-contact" tax rebate. During the epidemic prevention and control period, all taxpayers’ declaration of tax refund (exemption) for all export goods and services and cross-border taxable activities can be handled by submitting electronic data online by the Electronic Taxation Bureau.
